LENSALANDAK.COM I PONTIANAK – Kongres I ASN PPPK Indonesia di Bogor pada tanggal 27–28 Desember 2024 merupakan momentum penting bagi ASN PPPK se-Indonesia.
Muhammad Taufik, Ketua Forum Persatuan ASN PPPK Kota Pontianak mengatakan mongres yang dihadiri Rochayati Basra, Staf Ahli Khusus dan Plt. Staf Ahli Menteri Bidang Pemerintahan Menteri Dalam Negeri, Mardani Ali Sera, anggota DPR RI Komisi II, Achmad Setiyanto, Staf Ahli Legalisasi Perundang-undangan BKN dengan jumlah peserta sebanyak 174 orang ini bertujuan untuk memperkuat organisasi, membangun solidaritas, ajang silaturahmi, dan yang paling penting bertujuan menyampaikan aspirasi ASN PPPK dari seluruh daerah yang ada di Indonesia agar menjadi perhatian pemerintah pusat.
Usulan yang menjadi perhatian utama bagi PPPK adalah tuntutan turunan UU No. 20/2023 tentang Aparatur Sipil Negara, Pasal 21, yang mencakup hak dan kewajiban. “Penghasilan yang memadai dan penghargaan yang bersifat motivasi. Tunjangan dan fasilitas yang memadai. Lingkungan kerja yang nyaman dan mendukung. Selain itu, pengembangan diri melalui tugas belajar dan izin belajar. Bantuan hukum yang memadai,” jelasnya.
Permohonan juga disampaikan dalam kongres tersebut, yakni pengadaan TPP bagi seluruh ASN di Kalbar. Kemudian hak cuti yang sama dengan PNS terutama pada cuti urusan penting dan cuti beribadah, serta pengembangan diri melalui tugas belajar dan izin belajar sehingga ASN dapat meningkatkan komperensi diri sesuai dengan kebutuhan profesi. “Penghargaan masa pensiun yang sama dengan PNS, SK PPPK yang berlaku hingga masa pensiun.Jenjang karir yang sama seperti PNS. Membuka kesempatan seluas-luasnya bagi guru agama untuk menjadi guru professional melalui PPG,” ulasnya.
Usulan yang disampaikan terkait dengan tenaga nonASN baik guru, tendik dan teknis pemberian formasi khusus pada tahun 2025 bagi nonASN bersatus P pada periode 2023. Kemudian pengangkatan nonASNGuru dan Tendik sesegera mungkin.
“Dengan demikian, kongres ini diharapkan dapat menjadi wadah bagi ASN PPPK untuk menyampaikan aspirasi dan harapan terkait kebijakan pemerintah yang berdampak pada kesejahteraan dan karir mereka,” ujarnya.
Taufik menjelaskan, sebelum acara kongres I ASN PPPK RI diadakan, pihaknya mengadakan pembicaraan bersama Ketua Forum ASN PPPK Kalbar, yaitu Irwansyah. Dari pembicaraan tersebut terpilih satu utusan dari Kalimantan Barat untuk mengadiri kongres I ASN PPPK RI yang diadakan di Bogor.
“Alhamdulillah saya bersyukur sekali dari pembicaraan tersebut lahirlah keputusan, 1 orang yang dapat mewakili kalimantan barat untuk hadir pada Kongres I ASN PPPK RI yang di adakan di Bogor. Perwakilan Persatuan ASN PPPK Kota Pontianak yang kami utus, Bu Eka Agustin,atau biasa dipanggil dengan sebutan Bu Icha. Keputusan ini kami pilih karena melihat Bu Icha telah menunjukkan dedikasi dan komitmen kuat terhadap perjuangan hak dan kepentingan dalam membawa aspirasi ASN PPPK Kalimantan Barat dan nonASN guru, kesehatan, tendik maupun tenaga teknis,” ujarnya.
Setelah penyampaian draf usulan aspirasi ASN PPPK dari Kalbar, untuk keseluruhan kesepakatan di acara kongres I tersebut, ASN PPPK se-Indonesia bersepakat bahwa yang akan dibawa atau disampaikan nanti di pusat yaitu rekomendasi utama meminta peresiden RI untuk mentransisikan PPPK menjadi PNS dengan cara konvensi secara bertahap, dengan Peraturan Presiden atau Keputusan Presiden. Lngkah alternatif rekomendasi kebijakkan lain diantaranya mengusulkan ke pemerintah untuk segera menerbitkan Peraturan Pemerintah (PP) turunan UU ASN No 20 tahun 2023.
Mendorong pemerintah untuk merevisi PP 49 tahun 2018 tentang Manejemen ASN PPPK pada Bab IV Bagian Kedua Masa Perjanjian Kerja pada pasal 37 dari 1 sampai dengan 5 tahun Menjadi sampai Usia Pensiun PPPK (BUP).
Mendorong pemerintah untuk membuat regulasi tentang Jenjang karier untuk ASN PPPK (Penyesuaian Ijazah, kenaikan golongan, dan menduduki jabatan struktural sama dengan PNS, Bisa Mutasi/Restribusi formasi, Ijin Belajar, dan Hak Alih Jenjang).
Kepada Pemerintah Pusat (Kemendikdasmen RI) Memberikan Penegasan kepada Pemerintah Daerah untuk melaksanakan Permendikbudristek No. 40/2021 Tentang Penugasan Guru sebagai Kepala Sekolah dengan tidak mendiskriminasikan antara PNS dan PPPK.
Kepada Pemerintah Pusat (Kementerian Agama RI) untuk dapat memberikan peluang bagi guru Agama Negeri/Swasta untuk bisa mengikuti PPG/PLPG dengan mudah pada tahun 2025 secara tuntas.
Kepada Kementerian Dalam Negeri RI, agar memberikan Penegasan kepada Pemerintah Daerah (Gubernur/Bupati/Wali Kota) untuk mengimplementasikan PP, Permen dan aturan lainnya pada ASN PPPK di Daerah masing-masing sehingga tidak muncul kesenjangan antara daerah terkait Tunjangan fungsional, tunjangan tambahan penghasilan (TPP), tunjangan kinerja (Tukin) dan Kenaikan Gaji Berkala (KGB).
“Namun demikian, Teten Nurjamil selaku Ketua Umum Forum ASN PPPK-RI menegaskan, bahwa usulan yang tidak termasuk dalam ke-7 point tersebut, akan tetap disampaikan melalui lampiran ” ungkap Taufik.
Semangat dan antusiasme yang tercermin dalam kongres ini menunjukkan komitmen kuat untuk memperjuangkan hak-hak serta kesejahteraan para ASN PPPK dan nonASN. Dengan hasil kongres yang diharapkan mampu memberikan dampak nyata, para peserta optimis bahwa langkah-langkah yang telah dirumuskan akan membawa perubahan positif bagi masa depan ASN PPPK dan nonASN di seluruh Indonesia.
