Selanjutnya ia menyampaikan keuntungan-keuntungan apabila desa sudah memiliki batas wilayah administrasi desa adalah berupa keuntungan potensi pemekaran desa, peningkatan kualitas pelayanan publik, mengurangi konflik batas wilayah administrasi dan teritorial dan meningkatkan daya saing desa.
“Saya minta kepada OPD terkait beserta camat untuk dapat memfasilitasi jalannya proses penetapan dan penegasan batas desa diwilayah kecamatannya masing-masing, dalam hal pemetaan batas desa serta pembuatan berita acara antar desa yang berbatasan. Saya harap proses penetapan dan penegasan batas desa dapat berjalan lancar, sehingga kemudian batas desa dapat disahkan dan ditetapkan dengan peraturan bupati,” ujarnya.
Kemudian Samuel melanjutkan, berdasarkan hasil indeks desa membangun Tahun 2023 bahwa di Kabupaten Landak masih terdapat 13 desa tertinggal, yaitu Desa Rasan (Kec. Ngabang), Desa Sidan (Kec. Menyuke), Desa Berinang Mayun (Kec.Menyuke), Desa Sungai Lubang (Kec. Menyuke), Desa Ta’as (Kec.Menyuke), Desa Moro Betung (Kec.Meranti), Desa Ampadi (Kec.Meranti), Desa Tahu (Kec.Meranti), Desa Seне Lusur (Kec.Kuala Behe), Desa Sejowet (Kec.Kuala Behe), Desa Temahar (Kec.Kuala Behe), Desa Sekais (Kec.Jelimpo), Dan Desa Gamang (Kec.Banyuke Hulu).
